Plugin org.rcpapps.rcpnews.help

This provides the help pages for RCPNews. It is intentionally provided as its own plugin so that the core functionality of RCPNews (provided by the org.rcpapps.rcpnews.ui plugin) can be installed into Eclipse platforms directly, without requiring help support. It also allows the help pages to be updated at a different rate from the core application, and will allow translations of the help pages to be delivered in different languages as fragments for this plugin.
