The intent of the base plugin is to provide core UI functionality that is used by all of the RCPApps. All UI plugins will directly or indirectly depend on this plugin, which in turn depends on the core Eclipse packages. This plugin provides the web browser view and help packages so that help pages may be installed into the application.
